Finance Panel recommends for Public-Private Partnerships to improve Health Infrastructure in States

Moorthy The Fifteenth Finance Commission has mooted a greater role for public-private partnerships to ramp up the health infrastructure and scale up public spending on health from 0.95% of GDP to 2.5% by 2024, its chairperson N.K. Singh said on Wednesday. While public outlays should focus on primary health care at the panchayat and municipality level, private players should be relied on for specialty healthcare, he said, hinting that the Commission has recommended steps to fix the skewed availability of healthcare across India as poorer States have the worst facilities. Mizoram Bru refugees demand immediate implementation of settlement pact - inclusion of names in voters' list

Rehabilitation process already delayed by six months due to COVID-19, they say. Leaders of the Mizoram Bru refugees have demanded commencement of their permanent rehabilitation in Tripura in the light of the quadripartite agreement signed in New Delhi in January. They made the demand during a meeting with Chief Secretary Manoj Kumar in the presence of the State’s royal scion and activist Pradyot Kishore Debbarman. “We have urged the Chief Secretary to start our settlement work within two weeks,” one of the Bru leaders told newsmen on Tuesday. He said the rehabilitation process was already delayed by six months due to the coronavirus (COVID-19). Mr. Debbarman, who played a key role in the signing of the pact, discussed the issue with Chief Minister Biplab Kumar Deb. He expressed displeasure over the delay in the rehabilitation work. 4 southern States take top four ranks in large State category Kerala bags the first position in Public Affairs Index, 2020 making it the best governed state of India. Kerala was adjudged the best governed State in the large States category, while Uttar Pradesh ended at the bottom , in the Public Affairs Index-2020 released by the Public Affairs Centre here on Friday. The city-based not-for-profit organisation, headed by former Indian Space Research Organisation (ISRO) chairman K. Kasturirangan, said in its annual report that the States were ranked on governance performance based on a composite index in the context of sustainable development. Four southern States — Kerala (1.388 PAI Index point), Tamil Nadu (0.912), Andhra Pradesh (0.531) and Karnataka (0.468) stood in the first four ranks in the large State category in terms of governance, it said. H-1B wages will rise by over 30%: Cato Institute

H-1B employers will have to increase actual wage offers by more than 30% following the US department of labour (DoL)’s new wage rules for H-1B employees, according to US public policy research organisation Cato Institute. This would significantly increase costs for Indian IT services companies that depend on H-1Bs , and will push them to hire locally, and/or move work to offshore locations like India. India is ignoring the necessity for strong capacity building of the many NGOs engaged in educational improvement. For about three decades now, a large number of non-governmental organisations (NGOs) are intensively engaged in the task of improving elementary education in the country. A paper in the Economic & Political Weekly of May 2005, titled How Large Is India’s Non-Profit Sector?, estimates about three million paid workers in the voluntary sector through 1.2 million organisations. The paper estimates that 20.4% of this workforce (about 6 lakh workers) is engaged in education. According to a newspaper report, “India has 31 lakh NGOs, more than double the number of schools” (August 1, 2015), the number of NGOs in the country was more than 31 lakh — more than double the number estimated in the above mentioned paper. The United States Administration of President Donald Trump has unveiled a tightening of rules for immigration visas used widely by technology firms, claiming the new system would be better for American workers. The H-1B is a visa in the United States under the Immigration and Nationality Act, section 101(a)(15)(H) that allows U.S. employers to temporarily employ foreign workers in specialty occupations. A specialty occupation requires the application of specialized knowledge and a bachelor's degree or the equivalent of work experience. The duration of stay is three years, extendable to six years; after which the visa holder may need to reapply. Amended Bill target political opponents, minorities, say Opposition MP The Lok Sabha passed the Foreign Contribution (Regulation) Amendment Bill, 2020 on Monday even as the Opposition raised concerns that the legislation may be used to target political opponents and religious minorities. Nityanand Rai Minister of State for Home Nityanand Rai, who introduced the Bill on behalf of Union Home Minister Amit Shah, defended making Aadhaar a mandatory identification document for all the office bearers of an NGO or an association seeking foreign donations. He said the 2018 Supreme Court order allowed the government to make a separate law in areas where Aadhar card is required. “A law can be brought to make Aadhar mandatory.
