Pinarayi Vijayan In the wake of strong opposition from the media, civil society and the opposition, the government has decided to backtrack from implementing the newly added section of the Kerala Police Act, 2011 , that would muzzle all types of free speech and opinion through any medium.  “The amendment has invited opinions from various corners. All including those who are backing the Leftist Democratic Fund and those who are standing for democratic values expressed concern about the new amendment. Under these circumstances, the government does not intend to implement the amendment. A detailed discussion will be held in the assembly for seeking opinion from all and only then further steps will be taken,” the chief minister said in a statement. Public Affairs Index 2020: Kerala, TN, AP best governed states | UP, Bihar worst

4 southern States take top four ranks in large State category Kerala bags the first position in Public Affairs Index, 2020 making it the best governed state of India. Kerala was adjudged the best governed State in the large States category, while Uttar Pradesh ended at the bottom , in the Public Affairs Index-2020 released by the Public Affairs Centre here on Friday. The city-based not-for-profit organisation, headed by former Indian Space Research Organisation (ISRO) chairman K. Kasturirangan, said in its annual report that the States were ranked on governance performance based on a composite index in the context of sustainable development. Four southern States — Kerala (1.388 PAI Index point), Tamil Nadu (0.912), Andhra Pradesh (0.531) and Karnataka (0.468) stood in the first four ranks in the large State category in terms of governance, it said.
