Mizoram Bru refugees demand immediate implementation of settlement pact - inclusion of names in voters' list

Rehabilitation process already delayed by six months due to COVID-19, they say. Leaders of the Mizoram Bru refugees have demanded commencement of their permanent rehabilitation in Tripura in the light of the quadripartite agreement signed in New Delhi in January. They made the demand during a meeting with Chief Secretary Manoj Kumar in the presence of the State’s royal scion and activist Pradyot Kishore Debbarman. “We have urged the Chief Secretary to start our settlement work within two weeks,” one of the Bru leaders told newsmen on Tuesday. He said the rehabilitation process was already delayed by six months due to the coronavirus (COVID-19). Mr. Debbarman, who played a key role in the signing of the pact, discussed the issue with Chief Minister Biplab Kumar Deb. He expressed displeasure over the delay in the rehabilitation work. A note by the Department of Military Affairs, headed by CDS General Bipin Rawat, proposes changes to the retirement age and pension policy, which could potentially cut costs. Representative Image A note by the Department of Military Affairs (DMA), headed by Chief of Defence Staff General Bipin Rawat, on a proposed new retirement and pension policy has caused serious heartburn in the military with indications that the three services are not on board. The note, which is doing the rounds on social media, is dated 29 October and seeks for a draft Government Sanction Letter for changes in retirement profile and pension entitlements. The proposed rules will be applicable to all equivalent ranks across the three services. As proposed in the note, the retirement age of colonels (other than that of the Army Medical Corps and Military Nursing Service) will be increased to 57 years from the current 54. 4 southern States take top four ranks in large State category Kerala bags the first position in Public Affairs Index, 2020 making it the best governed state of India. Kerala was adjudged the best governed State in the large States category, while Uttar Pradesh ended at the bottom , in the Public Affairs Index-2020 released by the Public Affairs Centre here on Friday. The city-based not-for-profit organisation, headed by former Indian Space Research Organisation (ISRO) chairman K. Kasturirangan, said in its annual report that the States were ranked on governance performance based on a composite index in the context of sustainable development. Four southern States — Kerala (1.388 PAI Index point), Tamil Nadu (0.912), Andhra Pradesh (0.531) and Karnataka (0.468) stood in the first four ranks in the large State category in terms of governance, it said. India is ignoring the necessity for strong capacity building of the many NGOs engaged in educational improvement. For about three decades now, a large number of non-governmental organisations (NGOs) are intensively engaged in the task of improving elementary education in the country. A paper in the Economic & Political Weekly of May 2005, titled How Large Is India’s Non-Profit Sector?, estimates about three million paid workers in the voluntary sector through 1.2 million organisations. The paper estimates that 20.4% of this workforce (about 6 lakh workers) is engaged in education. According to a newspaper report, “India has 31 lakh NGOs, more than double the number of schools” (August 1, 2015), the number of NGOs in the country was more than 31 lakh — more than double the number estimated in the above mentioned paper. UGC declares 24 universities as fake - majority from Uttar Pradesh and Delhi. Here’s the full list

The University Grants Commission of India is a statutory body set up by the Government of India in accordance to the UGC Act 1956  under Ministry of Education, and is charged with coordination, determination and maintenance of standards of higher education. The University Grants Commission (UGC) on Wednesday announced a list of 24 self-styled, unrecognised institutions in the country, terming them as fake with maximum of them operating from Uttar Pradesh followed by Delhi. “Students and public are informed that currently 24 self-styled, unrecognised institutions are functioning in contravention of the UGC Act, which have been declared as fake universities and these are not empowered to confer any degree,” UGC Secretary Rajnish Jain said. The United States Administration of President Donald Trump has unveiled a tightening of rules for immigration visas used widely by technology firms, claiming the new system would be better for American workers. The H-1B is a visa in the United States under the Immigration and Nationality Act, section 101(a)(15)(H) that allows U.S. employers to temporarily employ foreign workers in specialty occupations. A specialty occupation requires the application of specialized knowledge and a bachelor's degree or the equivalent of work experience. The duration of stay is three years, extendable to six years; after which the visa holder may need to reapply. The Lok Sabha on Tuesday passed a bill under which Kashmiri, Dogri and Hindi, apart from the existing Urdu and English, will be the official languages in the Union Territory of Jammu and Kashmir. The minister pointed out that 53.26 per cent of the population of Jammu and Kashmir speaks the Kashmiri language. Reddy said, "26.64 per cent of the population of the UT speaks Dogri while Urdu, which is currently its official language, is spoken only by 0.16 per cent population there. Still, for the last 70 years, Urdu continues to be the official language of Jammu and Kashmir," he said, adding that 2.36 per cent population in the UT speaks Hindi.
